Navigate to Settings > Security > Account Security and
enable Require 2FA For All Admins. Users without MFA
are prompted to enroll at next sign-in.

A 401 usually means your webhook secret does not match
the signature header. Regenerate the secret and verify
signatures using raw payloads.
